    1. BACKGROUND

    Touchstone Institute administers Practice Ready Ontario (PRO), a provincial assessment and pathway program supporting internationally trained family physicians seeking licensure in Ontario.     To advance accessibility and equity for French-speaking applicants and stakeholders, Touchstone Institute is establishing a French-language delivery stream for PRO. This initiative requires the translation and localization of existing English-language program materials to ensure accurate, consistent, and culturally appropriate French content across all stages of program delivery.

    1. OBJECTIVES

    The objective of this SOW is to engage a qualified vender for translation (English to French) and cultural adaptation of existing e-learning modules and synchronous orientation materials.

    • Requirements Include:
      • Linguistic accuracy and cultural appropriateness
      • Preservation of instructional design and interactive elements
      • Compatibility with the Learning Management Service (LMS) (Shareable Content Object Reference Model (SCORM) or equivalent)
      • Compliance with WCAG 2.1 accessibility standards
    1. SCOPE OF WORK
      The vendor will provide professional translation and localization services for PRO materials, including but not limited to:

    3.1 Document translation

    • External-facing program materials
    • Web-content
    • Application forms and guidance documents
    • Candidate communications and templates
    • Assessment-related documentation
    • Policy, procedural, and informational consent
    • Instructional materials (slide decks, guides, educational resources)

    Documents will be provided in editable formats (Word, Excel, PowerPoint, PDF where applicable)

    3.2 Localization and Quality Assurance

    • Adapt content to Canadian French standards (preferred)
    • Ensure terminology aligns with medical, regulatory, and assessment contexts
    • Maintain consistency across translated materials using a shared glossary
    • Conduct quality review and proofreading prior to submission

    3.3 Terminology Management

    • Collaborate with Touchstone Institute to establish and maintain a bilingual glossary of key PRO terms
    • Apply approved terminology across all deliverables

    The vendor will deliver:

    1. Quality assurance testing for language accuracy and accessibility
    2. A terminology glossary (if required)
    3. Revisions as required following Touchstone Institute review (within defined limits)

Any additional materials or scope not listed above that arise during the term of this engagement will be identified by Touchstone Institute and may be addressed through written amendment or additional authorization, subject to mutual agreement.

  1. TIMELINES

All deliverables must be completed by March 1st, 2026.

Proposed Schedule

  • January 2026
    • Project kickoff and finalization of scope and priorities
    • Delivery of initial document set by Touchstone Institute
  • January to February 2026
    • Draft translations delivered on a rolling basis
    • Touchstone Institute review and feedback
  • February 2026
    • Quality assurance and revisions as needed
  • March 1st, 2026
    • Final delivery of all approved French materials

Vendors must propose a detailed timeline demonstrating their ability to complete all work by March 1, 2026, including review and quality assurance cycles. Touchstone Institute reserves the right to approve or request adjustments to the proposed schedule. Vendors must also demonstrate the capacity to meet accelerated timelines for high-priority materials identified by Touchstone Institute and provide references where applicable. A defined vendor question period will be included as part of the procurement process, and Touchstone Institute will provide consolidated responses within an established turnaround timeframe.

  1. SERVICE FEES AND ESTIMATED COST

The vendor is required to provide their fees for each of the services and deliverables noted above being requested by Touchstone Institute, using the following table. Pricing must be proposed on a per-word basis, and any additional fees must be clearly identified in advance.

  1. VENDOR RESPONSE REQUIREMENTS

 

7.1 Please describe your experience providing French translation services and include references or examples that demonstrate translation quality.

7.2 What is your standard turnaround time for converting documents ranging from 1,000 to 5,000 words?

7.2 What is your preferred way of securely transporting documents for translation?

7.3 Describe your experience translating healthcare, regulatory, or assessment-based content, including any relevant public-sector work.

7.4 Please provide a minimum of two (2) client references for projects that are similar in scope, scale, complexity, and industry to the services proposed in this scope of work. References should be for current or recent clients (within the past 3–5 years) and must demonstrate your experience delivering comparable solutions and outcomes.

For each reference, please include:

  • Client organization name and industry
  • Description of services provided and how they align with this proposal
  • Project size, duration, and complexity
  • Primary contact name, title, email address, and phone number

Touchstone reserves the right to contact references to verify the information provided and to assess the vendor’s performance, reliability, and ability to deliver the proposed services.

  1. OWNERSHIP & CONFIDENTIALITY

All materials, documents, translations, and deliverables produced under this Statement of Work shall be the exclusive property of Touchstone Institute. The vendor shall not use, reproduce, distribute, disclose, or share any materials generated under this engagement for any purpose outside the scope of this agreement without prior written consent from Touchstone Institute. All information provided by Touchstone Institute or generated through the performance of this work is confidential and must be handled in accordance with applicable privacy, confidentiality, and data protection requirements. This obligation shall survive the completion or termination of the agreement.
